WHO MAY APPLY: Open to all AGR/Military Technician/Traditional/ Active Duty Officers of any Armed Forces in the grades of O-1/2LT through O-3/CPT who are able to meet the requirements to become members of the Virginia Army National Guard.

REQUIRED QUALIFICATIONS: Must meet all selection criteria IAW AR 40-501, AR 135-18, AR 600-8-2, AR 600-8-22, AR 600-9, AR 600-60, NGR 600-5, NGR 600-100, and NGR 601-1.

BRIEF DESCRIPTION OF DUTIES AND RESPONSIBILITIES:
Prepares and publishes all Operations Orders for CST exercises and events. Oversees the CST Operations section. Responsible for assuming the duties of the Deputy Commander when the DCO is absent from the unit and conducts interface with federal, state and local law enforcement agencies as required. Knowledgeable of the Incident Command System (ICS) employed at the local and state level and procedures for crime scene and evidence preservation at a WMD incident. Integrates current intelligence estimates into WMD CST force protection requirements and Chemical-Biological response missions. Meets with designated civilian and government agency and senior military leaders to discuss WMD CST concepts, missions and plans WMD CST involvement in state/local/WMD response efforts. Serves as a WMD CST liaison/point of contact with emergency response agencies and Incident Commanders on WMD CST consequence management activities. Serves as the WMD CST Safety leader when WMD CST personnel are conducting operations in a “Hot Zone” or “contaminated area”. Coordinates with designated law enforcement agencies. Serves as point of contact for all law enforcement issues. Authenticates the overall force protection plan within the WMD CST SOP and Operations order. Develops the WMD CST Cold, Warm and Hot Zone Operations Safety Plan. As required, drafts a readiness status report for the command. Ensures WMD CST is provided sufficient force protection to accomplish their mission. Serves as the WMD CST Air and Ground Movement Officer, coordinates air support for unit deployment and redeployment and scene air support for the unit (ASI3S). Develop all unit readiness reports. May perform other duties as specified by the Commander.

SPECIAL INFORMATION
• Must be CBRNE Responder (SQI of “R1”) qualified within 12 months of being assigned.
• Must successfully complete the 8-week Civil Support Skills Course and all Basic-level Individual Training Requirements IAW NGR 500-3/ANGI 10-2053 within 12 months of hiring.
• Must complete Department of Defense/IFSAC Hazardous Materials Technician certification and maintain annual proficiency as a HAZMAT Technician while serving on the CST.
• Must obtain and maintain all individual training and certification requirements as prescribed in the CST Garrison Standard Operating Guidelines including but not limited to annual Combat Lifesaver Certification, CPR/BLS Certification, training and certification as a Confined Space Rescue Technician, and training and certification as a Structural Collapse Rescue Technician.
• All personnel assigned to the CST must complete training in the Incident Command System (minimum of ICS-100, ICS-200, IS-700, and IS-800b).
• Applicant must complete a CNGB 3501.00 compliant Pre-placement physical examination within 30 days of placement on the WMD-CST.
• Applicant must meet OSHA standards for wearing personal protective equipment (PPE including respiratory screening).
• CST Members are required to maintain 24/7/365 availability to respond to a no-notice alert IAW State and National response requirements.
• Must relocate and reside within 60 miles of Fort Pickett, Blackstone. PCS is authorized.
• Applicant must possess or be able to possess and maintain a government travel card.
• Mandatory Stabilization period is 3 years from hire date.
• Must be eligible to complete 20 years Active Federal Service before their Mandatory Removal Date (MRD).
• The start date will be on 1 October 2021

7. Documentation to support all periods of duty/service creditable for retirement. Any of the following may be used DD Form 214/215, DA Form 1506 or NGB Forms 23A/23B.
8. Any additional information the applicant may wish to submit for consideration (i.e., Letters of Recommendation, awards, certificates, degrees, transcripts, etc.).
