e. Eligibility Criteria:
Applicants must meet the following criteria:
M-Day Soldiers holding the rank of Master Sergeant (MSG)/E8 and MOSQ must be on the Best Qualified (BQ) List. Master Sergeants who are not on the current BQ list and MOSQ must submit a Memorandum THRU CSM channels TO the Senior Enlisted Counsel (SEC) IAW AR 25-50 requesting an Exception to Policy (ETP) to be evaluated and added to the BQ list for consideration to this position.
M-Day Soldiers holding the rank of Master Sergeant (MSG)/E8 and
non-DMOSQ may
apply, but must be on the current Best Qualified list.
M-Day Soldiers holding the rank of Sergeant First Class (SFC)/E7 and meet TIG/TIS eligibility requirements for promotion to E8, must be on the current promotion list, and Best Qualified List. Sergeant First Class non-DMOSQ are not qualified to apply for this position.
Active Guard Reserve (AGR) Master Sergeants in the Virginia Army National Guard (VAARNG) currently assigned in a E8 position within the Joint Force Headquarters (JFHQ), Table of Distribution and Allowances (TDA) unit or higher headquarters in the chain of command are eligible to apply. AGR MSG if selected, must obtain The Adjutant General (TAG) approved Command Leadership Waiver before being assigned to the position. AGR E7’s are not eligible to apply or eligible for promotion through the Command, leadership, and staff assignments program (CLASP) as per NGR 600-5 para 4-5f(3)(d).
All AGR applicants must include a signed memo of understanding from their full-time Officer in Charge (OIC).
Must have a minimum of a Secret Security Clearance.
Be a member or eligible to become a member of the VAARNG.

Memorandum requesting consideration from the Soldier.
Army Combat Fitness Test (ACFT)/ Army Fitness Test (AFT) from most recent to oldest results for the last three years (DA 705) or Individual Training Record ITR printed from the Digital Training Management System (DTMS). In order from most recent to oldest.
Height/weight certification memorandum within 30 days from immediate commander. DA Form 5500/5501, Body fat worksheet within 30 days (if required).
Individual Medical Readiness (IMR) printout from Medical Protection System (MEDPROS) indicating current Periodic Health Assessment (PHA) status.
Last three Non-Commissioned Officer Evaluation Reports (NCOERs). In order from most recent to oldest.
Verification of Security Clearance from Major Subordinate Command (MSC)/ Unit Security Manager.
Most recent DA From 1059 indicating highest military education completed.
Signed copy of current Soldier Talent Profile (STP) front and back pulled from Integrated Personnel and Pay System – Army (IPPS-A).
Letter of recommendation from chain of command. (optional)
Memorandum of Understanding from OIC. (AGR only)
