ANNOUNCEMENT # VA-CD-26-06 POSITION TITLE: Criminal Analyst

WHO MAY APPLY: Open to all Military Technician/Traditional/ Soldiers in grades E-2 through E-5 who are members of the Virginia Army or Air National Guard.
REQUIRED QUALIFICATIONS:
a. General: Active “secret” security clearance prior to submitting CD application. Top Secret clearance is preferred but not required. Applicants must be a member of the Virginia National Guard. AFSC/MOS immaterial.
b. Experience: Analytical / data analysis or related experience is strongly desired but not required. Must be proficient and demonstrate competent skills in Microsoft Office Applications (Word, Excel, Access, Outlook, SharePoint and PowerPoint). The ability to follow directives, instructions, and standard operating procedures with limited direct supervision is required. Strong analytical, communication, and resiliency skills along with high levels of computer and database expertise and proficiency in Microsoft Office. Technical and fluid communication in oral and written form is required.
c. Other: Applicants must be able to complete the determined tour of military duty prior to ETS. Applicants must have reliable transportation and live within (50) miles of the duty station (as described on the duty locations listed). Outside employment associations and off-duty conduct/activities must be consistent with federal directives on ethics and with state and federal conflict of interest policies.
BRIEF DESCRIPTION OF DUTIES AND RESPONSIBILITIES: Provide post collection analytical support to Law Enforcement Agencies (LEA) to process, categorize, and evaluate criminal information to enhance LEAs effectiveness within their mission set. Analysts focus on the following core competencies to achieve this effectiveness: document and digital media exploitation analysis, link analysis, and financial analysis. Analysts will produce products to include graphs, charts, maps, and communication analysis utilizing a variety of authorized analysis specific software and hardware provided by the LEA. Must be able to develop clear concise oral or written briefings to be utilized by LEAs for investigation and prosecution purposes. Ideal candidates possess exceptional critical thinking and problem-solving skills with an ability to work with minimal
supervision. Complete other administrative responsibilities in support of the Counterdrug Task Force.
SPECIAL INFORMATION
a. Applicant must receive a letter of recommendation from his/her unit commander and be in good standing with their unit.
b. Applicant must have a current physical (every 5 years) and obtain an Annual Physical Health Assessment (PHA). To remain on Counterdrug orders, all personnel must be deployable. Temporary medical conditions are exceptions. Any permanent or temporary profiles should not interfere with the ability to perform the required duties.
c. Applicant must perform all scheduled weekend drills (IDT) and Annual Training with their M-day/DSG unit of assignment.
d. Applicant will be subjected to urinalysis testing prior to entry on active duty and periodic testing while on active duty. This is in addition to testing at the unit level.
e. Favorable interview by the Counterdrug Coordinator (CDC).
f. Favorable criminal background check. Some Law Enforcement Agencies (LEAs) require additional security screening. Such inquiries are likely to be completed after entry on duty and rejection by LEAs could result in removal from the Counterdrug Program.
g. Applicant is subject to initial and annual police background checks. If a member has an unfavorable record, he/she may be removed from the program or denied entry on CD orders.
h. Applicant is required to comply with DOD 5500.7-R, Joint Ethics Regulation (JER), and conflict of interest policies. Applicants must uphold the highest standards of conduct and personal appearance.
i. If promotion (advancement in pay grade) is known or anticipated within the next 12 months applicant should inform CDC or designated selection board of that possibility to afford the CD program proper cost planning for the applicants pay and allowances while on CD-ADOS. Any promotions could affect employment with the task force and would need to be reviewed by the Counterdrug Coordinator. Failure to do so may be cause for termination IAW applicable regulations and policies.
j. Applicant may have opportunity to undergo a Permanent Change of Station (PCS) within the state.
APPLICATION PROCEDURES
a. The following documents must be submitted to complete application process:
1. Commander’s Recommendation Memorandum
2. Copy of Driver’s License
3. DA Form 705 / IFA (AFT taken and passed within 6 months of applica-tion) or Physical Fitness Test printout (Air Force)
4. DA Form 5500 (HT/WT if applicable)
5. ADOS application
a. Army: DA Form 1058-R, Application for Active Duty for Training, Active Duty for Operation Support, and Annual Training for Sol-diers of the Army National Guard
b. Air Force unit equivalent/requirement for ADOS application
6. RPAS / PCAR statement
a. Army: Retirement Points Accounting Statement (IPPSA/ DA Form 1560)
b. Air Force: AF Form 526 – Points Summary Credit (PCARS) (Up-dated within 60 days of the tour effective date)
7. Medical
a. Army: Printout of Individual Medical Readiness (IMR) report. MEDPROS Website. Report must have been generated within 60 days prior to tour effective date. PHA should be current within 12 months of the effective date of the tour and contain no flags or profiles. Applicants must meet medical retention stand-ards per AR 40-501 and must not be flagged for weight (submit a copy most recent DA Form 5500), PT failures or be medically non-deployable (MND). Submit a copy of most recent DA Form 705 / IFA annotating a passing for record Army Combat Fitness Test (ACFT) within 12 months of effective date of tour or 6 months if currently on orders.
b. Air Force: Printout of your AF 422 Form. PHA should be current within 12 months and a current copy of Physical Fitness Test within 12 months of effective date of tour.

Letters of Recommendation
b. Technicians. Service Members who currently occupy a technician position must submit an endorsement memorandum from their supervisor acknowledging that the su-pervisor is aware of the ADOS application.
Applicants may submit a memorandum for record if applicant does not meet minimum qualifications or is unable to submit all required documents by application deadline. Ap-plicant should explain how he/she will correct the deficiency.
