VA National Guard Members: Open to all Virginia Army or Air National Guard Military Technician/Traditional/Soldiers/Airmen.
Others Eligible for VA National Guard Membership: Open to Army or Air National Guard Military Technician/Traditional/Soldiers/Airmen with Counterdrug Experience.
QUALIFICATIONS:
• General: Minimum active “secret” security clearance prior to submitting CD application. Applicants must be a member of the Virginia National Guard. AFSC/MOS immaterial.
• Experience: Current or former Counterdrug Criminal Analyst, Analytical / data analysis, or related experience preferred. Must be proficient and demonstrate competent skills in Microsoft Office Applications (Word, Excel, Access, Outlook, SharePoint and PowerPoint). Must have the ability to follow directives, instructions, and standard operating procedures with limited direct supervision. Strong analytical, communication, and resiliency skills along with high levels of computer and database expertise and proficiency in Microsoft Office.
• Other: Applicants must be able to complete the determined tour of military duty prior to ETS. Applicants must have reliable transportation and live within (50) miles of the duty station. Outside employment associations and off-duty conduct/activities must be consistent with federal directives on ethics and with state and federal conflict of interest policies. Permanent Change of Station (PCS) within and to the state is authorized as applicable.
BRIEF DESCRIPTION OF DUTIES AND RESPONSIBILITIES:
Provides supervisory leadership as the Non-Commissioned Officer-in-Charge (NCOIC) the Criminal Analyst Section. Oversees VANG CDTF analytical support to Law Enforcement Agencies (LEAs) and provides recommendations for enhanced mission effectiveness to Operations Section for CDC approval. Supervises execution of core analytical competencies including document and digital media exploitation, link analysis, and financial analysis. Ensures analysts produce accurate, professional products such as storyboards and system of record inputs. Ensures analysts comply and use authorized LEA systems, software, and hardware. Oversees development of clear, concise written and oral briefings as applicable. Provides mentorship in critical thinking, problem-solving, and independent analytical performance. Coordinates with the Operations Section to recommend and draft standard operating procedures to align analytical output with LEA investigative priorities and ensures adherence to data standards, legal requirements, and Counterdrug Task Force expectations. Maintains accountability for administrative responsibilities, reporting requirements, and operational compliance in support of the Counterdrug Task Force.
CONDITIONS OF COUNTERDRUG TOUR
a. This is a Full-time National Guard Counterdrug (FTNG-CD) position, subject to availability of funds and under the provisions of Title 32 USC 502(f)(2) IAW NGB Policy Memorandum #20-003.
b. Applicant must receive a letter of recommendation from his/her unit commander and be in good standing with their unit.
c. Applicant must have a current physical (every 5 years) and obtain an Annual Physical Health Assessment (PHA). To remain on Counterdrug orders, all personnel must be deployable. Temporary medical conditions are exceptions. Any permanent or temporary profiles should not interfere with the ability to perform the required duties.
d. Applicant must perform all scheduled weekend drills (IDT) and Annual Training with their M-day/DSG unit of assignment.
e. Applicant will be subjected to urinalysis testing prior to entry on active duty and periodic testing while on active duty. This is in addition to testing at the unit level.
f. Favorable interview by the Counterdrug Coordinator (CDC).
g. Favorable criminal background check. Some Law Enforcement Agencies (LEAs) require additional security screening. Such inquiries are likely to be completed after entry on duty and rejection by LEAs could result in removal from the Counterdrug Program.
h. Applicant is subject to initial and annual police background checks. If a member has an unfavorable record, he/she may be removed from the program or denied entry on CD orders.
i. Applicant is required to comply with DOD 5500.7-R, Joint Ethics Regulation (JER), and conflict of interest policies. Applicants must uphold the highest standards of conduct and personal appearance.
j. If promotion (advancement in pay grade) is known or anticipated within the next 12 months applicant should inform CDC or designated selection board of that possibility to afford the CD program proper cost planning for the applicants pay and allowances while on FTNG-CD. Any promotions could affect employment with the task force and would need to be reviewed by the Counterdrug Coordinator. Failure to do so may be cause for termination IAW applicable regulations and policies.
k. Applicant may have opportunity to undergo a Permanent Change of Station (PCS) within the state.
l. Applicants must not be within 45 days of ETS on the report day of the tour, unless waived.
m. Service Members on FTNGD-CD orders are not required to obtain a waiver to continue FTNGD-CD orders beyond 1825 days.
n. Service Members on FTNGD-CD orders are not required to obtain a waiver to serve on an order that will entitle them to separation pay.
o. Service Members on FTNGD-CD orders are not required to waive their entitlement to sanctuary in accordance with 10 U.S.C. Section 12686(b), PPOM 22-050, NGR 600-5, and current policy if his or her FTNGD-CD orders take the Soldier or Airman beyond 18 years of Active Service at the time of release.
APPLICATION PROCEDURES
The following documents must be submitted to complete application process:

c. DA Form 705 / IFA (AFT taken and passed within 6 months of application) or Physical Fitness Test printout (Air Force). Service Member is subject to fitness test within first 30 days of start date.

e. Army: DA Form 1058-R, Application for Active Duty for Training, Active Duty for Operation Support, and Annual Training for Soldiers of the Army National Guard
f. Air Force: Unit equivalent/ ADOS requirement for FTNG-CD application
g. RPAS / PCAR statement
1. Army: Retirement Points Accounting Statement (IPSSA/ DA Form 1560)
2. Air Force: AF Form 526 – Points Summary Credit (PCARS) (Updated within 60 days of the tour effective date)
h. Medical
1. Army: Printout of Individual Medical Readiness (IMR) report. MEDPROS Website. Report must have been generated within 60 days prior to tour effective date. PHA should be current within 12 months of the effective date of the tour and contain no flags or profiles. Applicants must meet medical retention standards per AR 40-501 and must not be flagged for weight (submit a copy most recent DA Form 5500), PT failures or be medically non-deployable (MND). Submit a copy of most recent DA Form 705 / IFA annotating a passing for record Army Combat Fitness Test (ACFT) within 6 months of effective date of tour or 6 months if currently on orders.
2. Air Force: Printout of your AF 422 Form. PHA should be current within 12 months and a current copy of Physical Fitness Test within 12 months of effective date of tour.
i. Technicians ONLY. Service Members who currently occupy a technician position must submit an endorsement memorandum from their supervisor acknowledging that the supervisor is aware of the FTNG-CD application.
j. Applicants may submit a memorandum for record if applicant does not meet minimum qualifications or is unable to submit all required documents by application deadline. Applicant should explain how he/she will correct the deficiency.
k. Optional Documents can include Letters of Recommendation, College Degrees/Certificates, and Military or Civilian certificates related to the position.
