POSITION TITLE: Civil Operator
GRADE: Army: E-3/PFC thru E-5/SGT
LOCATIONS: Statewide (High priority locations: Roanoke, Richmond, Lynchburg, Northern Virginia, and Hampton Roads)

WHO MAY APPLY: Open to all Military Technician/Traditional/ Soldiers/Airmen in grades E-3 through E-5 who are members of the Virginia Army or Air National Guard.
REQUIRED QUALIFICATIONS:
a. General: Active “secret” security clearance prior to submitting CD application. Applicant must be a member of the Virginia National Guard. Associate’s degree, Bachelor’s degree, and/or Master’s degree is preferred, but not required. Compatible education background in Criminal Justice, Psychology, Social Work, or related areas of study desired.
b. Experience: Substance abuse prevention or related experience is strongly desired, but not required. Must be proficient and demonstrate competent skills in Microsoft Office Applications (Word, Excel, Access, Outlook, SharePoint and PowerPoint). The ability to follow directives, instructions, and standard operating procedures with limited direct supervision is required. Strong analytical, communication, and resiliency skills along with high levels of computer and database expertise and proficiency in Microsoft Office. Technical and fluid communication in oral and written form is required. Completion of Master Resiliency Training or Battle Staff NCO is desired, but, not required.
c. Other: Applicants must be able to complete the determined tour of military duty prior to ETS. Applicants must have reliable transportation and live within (50) miles of the duty station (as described on the duty locations listed). Outside employment associations and off-duty conduct/activities must be consistent with federal directives on ethics and with state and federal conflict of interest policies.

BRIEF DESCRIPTION OF DUTIES AND RESPONSIBILITIES: Support Drug Demand Reduction Civil Operations in partnerships throughout the Commonwealth of Virginia. Focus on prevention strategies and the science of substance abuse prevention through research. Engage in public speaking and facilitation of prevention education and strategies with local coalitions and Community Based Organizations (CBO). Assist coalitions/CBOs with public relations/marketing, strategic planning of key events and educational/training courses, and leading assessments and other facilitated prevention tools. Gain expertise in the physical and psychological effects of all common drugs. Initiate, develop, nurture, and sustain cross-organizational/cross-functional relationships to achieve program objectives. Navigate and maintain counterdrug information management databases. Create and effectively deliver written, oral, and visual products in order support program/CBO objectives. Complete other administrative responsibilities in support of the Counterdrug Task Force

SPECIAL INFORMATION
a. Applicant must receive a letter of recommendation from his/her unit commander and be in good standing with their unit.
b. Applicant must have a current physical (every 5 years) and obtain an annual Physical Health Assessment (PHA). In order to remain on Counterdrug orders, all personnel must be deployable. Temporary medical conditions are exceptions.
c. Applicant cannot have any permanent or temporary profiles that will interfere with the ability to perform the required duties.
d. Applicant must attend all scheduled drills (IDT) and Annual Training with their unit of assignment.
e. Applicant is subjected to urinalysis testing prior to entry on active duty and periodic testing while on active duty. This is in addition to testing at the unit level.
f. Must have a favorable interview by the Counterdrug Coordinator (CDC).
g. Applicant must have an Active Secret Clearance at the time of application. Top Secret clearances are strongly preferred.
h. Applicant must have a favorable criminal background check. Some Law Enforcement Agencies (LEAs) require additional screening. Such inquiries are likely to be completed after entry on duty and rejection by LEAs could result in removal from the Counterdrug Program.
i. Applicant is subject to annual police background checks and police background check prior to being brought onto orders. If a member has an unfavorable record, he/she may be removed from the program or denied entry on CD orders.
j. Applicant is required to comply with DOD 5500.7-R, Joint Ethics Regulation (JER), and conflict of interest policies. Applicants must uphold the highest standards of conduct and personal appearance.
k. Applicant must maintain and meet Physical Training (ACFT/IFA) and height/weight standards. A current Passing record DA Form 705 and DA Form 5500/5501 is required (within 6 months prior to application). No applicants with flagging actions will be considered.
l. If promotion (advancement in pay grade) is known or anticipated within the next 12 months, applicant must inform CDC or designated selection board of that possibility in order to afford the program's proper cost planning for the applicant's pay and allowances while on ADOS. Any promotions could affect employment with the Counterdrug Task Force and would need to be reviewed by the Counterdrug Coordinator IAW Task Force policies. Failure to adhere to Counterdrug policies may be cause for termination IAW CNGBM 3100.01.
