WHO MAY APPLY: Open to all Military Technician/Traditional/AGR Service Members in grades O-4 thru O-5 who are members of the Virginia Army or Air National Guard.

REQUIRED QUALIFICATIONS:

a. Must possess a valid civilian vehicle operator’s permit and be able to be licensed to operate any military vehicle assigned to the organization.
b. Soldier will participate in physical fitness training in accordance with state guidance. Soldier will take the Army Combat Fitness Test semi-annually.
c. Must be able to meet all military education and Full Time National Guard Duty Counterdrug (FTNGD-CD) requirements in accordance with PPOM #22-050, CNGBM 3100.01, and current policies/directives.
d. Must be deployable.
e. Must have a current Secret security clearance.
f. Must attend the Counterdrug Senior Leadership course within 12 months of assignment for retention in position.
g. Must have passed the APFT within six months prior to coming on orders.
h. Must complete the 24-hour NGB Fiscal Law Course within first 6 months of employment (refresher required every 3 years).
i. Must complete the Government Travel Card Training Course within first 3 months of employment (training required every 2 years).
j. Must complete Ethics Training within first 3 months of employment (annual refresher required).

BRIEF DESCRIPTION OF DUTIES AND RESPONSIBILITIES: Serves as the Adjutant General’s focal point, under the direction of the J3 (Director of Operations), for all
Counterdrug (CD) mission validations, approval authority, and prioritization of CD mission tasking in accordance with appropriate policies, instructions, and directions. Re-
sponsibilities include, but are not limited to:

a. Development and staffing of the Governor’s State Plan for CD support submittal
to the National Guard Bureau.
b. Direct, administer, organize, and manage the State’s Counterdrug Program (CDP); ensure all NG Service members perform only those CD activities approved IAW current DASD (CN&GT) guidance by the SecDef within the State Plan.
c. Coordinate with the appropriate offices to develop the State Plan and submit for approval through Joint Force Headquarters-Virginia and TAG; validate, prioritize, and execute all appropriately approved CD activities supporting LEAs and Community Based Organizations IAW CNGBM 3100.01, DoD CD publications.
d. Develop appropriate manager’s internal control processes and ensure management of the State’s CD activities.
e. Manage and oversee all State CD funds CNGBM 3100.01 Enclosure M and coordinate with the United States Property and Fiscal Officer (USPFO), Wing
Comptroller, and NGB-J32 as needed.
f. Coordinate with unit of assignment all personnel actions for State NG personnel on full-time NG duty CD (FTNGD-CD) orders.
g. Communicate to the Chief of the NGB-J32 Serious Information Notification Requirements on State CD activities through the JFHQ-VA to the NGB-J32 Operations Branch.
h. Enforcement of policy and guidance established by the National Guard Bureau for State Counterdrug Support Program.
i. Management of all VANG-CDTF program assets and resources including, but not limited to, annual appropriated funds, personnel, and equipment, ensuring
that utilization is most effective and efficient for achieving program goals and objectives.
j. Ensure timely and accurate entry of all CD administrative and mission related data into Full Time Support Management Control System (FTSMCS) or other
information system as directed by NGB-J32
k. Development and coordination of Memorandum of Understanding (MOU) or Memorandum of Agreement (MOA) between supported LEA and/or Community-
Based Organization (CBO).
l. Serve as the Counterdrug Task Force’s Departmental Accountable Official (DD577 required).
m. Selected individual will be aligned to perform duties as the VANG Joint Staff J32 during IDT periods to focus efforts on Counter Drug activities and improve Joint
Staff collaboration and coordination opportunities.

SPECIAL INFORMATION
a. Applicant must be in good standing with their unit and receive a letter of endorsement for ADOS from their unit commander.
b. Applicant must have current (i.e., completed within the last 12 months) physical health assessment (PHA) and no IMR deficiencies. Soldiers with any unresolved
medical issues, to include temporary profiles, are ineligible for a tour.
c. Applicant must have a current HIV test. All RC personnel called to AD for 30 days or more must have a current negative HIV-1 test within 2 years of the projected report date.
d. Applicant must perform all scheduled Inactive Duty Training and Annual Training.
e. Applicant is subjected to urinalysis testing prior to entry on active duty and periodic testing while on active duty.
f. Applicant is subject to annual criminal background checks.
g. Applicant will have an Active Secret Clearance at the time of application.
h. Applicant is required to comply with DOD 5500.7-R, Joint Ethics Regulation (JER), and conflict of interest policies. Applicants must uphold the highest standards of conduct and personal appearance.
i. Applicant must maintain and meet Physical Training (ACFT/IFA) and height/weight standards. A current Passing record DA Form 705 and DA Form 5500/5501 is required (within 6 months prior to application). No applicants with flagging actions will be considered.
j. This is a T32 ADOS FTNGD-CD position, authorized to perform drug interdiction and counterdrug activities pursuant to 32 U.S.C. Section 112. AGR Soldiers are authorized to apply but must be in an ADOS status prior to the position start date.

12.Technician Supervisor Endorsement (if required): Soldiers who currently occupy a technician position must ensure their technician chain of command (O5 level or equivalent) is aware of the ADOS application and approves of this temporary assignment, should you be selected.
