ANNOUNCEMENT # VA-CD-25-04  

POSITION TITLE: Ground Reconnaissance  and Observation Specialist 

GRADE: Army: E-3/PFC thru E-5/SGT Air: E-3/A1C thru E-5/SSgt 
LOCATION: Richmond and Sandston, VA  

UNIT: Virginia National Guard Counterdrug Task Force

WHO MAY APPLY: Open to all Military Technician/Traditional Soldiers in grades E-3  through E-5 who are members of the Virginia Army or Air National Guard.  

REQUIRED QUALIFICATIONS:  

a. General: Active Secret Security Clearance prior to submitting CD application. Top Secret Clearance is preferred, but not required. Applicant must be a mem ber of the Virginia National Guard. Associate Degree, Bachelor Degree, and/or Master Degree is preferred, but not required. Education in Criminal Justice or related areas of study is desired but not required. 

b. Other: Applicants must be able to complete the duration of the tour of military duty prior to ETS. Applicants must have reliable transportation and live within (50) miles of the duty station (as described on the duty locations listed). Appli cant must have a minimum of 10 months left on their enlistment. Outside em ployment associations and off-duty conduct/activities must be consistent with federal directives on ethics and with state and federal conflict of interest poli cies. 

BRIEF DESCRIPTION OF DUTIES AND RESPONSIBILITIES:  

a. Support law enforcement agencies (LEAs) in daytime and nighttime reconnais sance and observation of LEA suspected drug trafficking operations throughout the state IAW with the Governors State Plan. 

b. Work effectively in small teams, or as an individual with LEA partners across the state.

c. Always display unwavering judgement as a representative of the Counterdrug  Program, your M-Day Unit, the VANG, and the military.  

d. Plan and coordinate mission in accordance with VA-CDTF policies, which in cludes developing Operational Orders (OPORDs), evaluating all risks and iden tifying courses of actions to mitigate risks.  

e. Maintain physical fitness and H/W standards to perform duties.  

f. Complete all required training including Counterdrug doctrinal and Ground Re connaissance Phase I prior to performing Ground Reconnaissance missions. 

g. Position requires ability to work varying hours and travel 10-15% of the time,  within the state, for mission support.  

SPECIAL INFORMATION

 

a. Applicant must receive a letter of recommendation from his/her unit commander  and be in good standing with their unit.  

b. Applicant must have a current physical (every 5 years) and obtain an Annual  Physical Health Assessment (PHA). To remain on Counterdrug orders, all per sonnel must be deployable. Temporary medical conditions are exceptions.  

c. Applicant cannot have any permanent or temporary profiles that will interfere with  the ability to perform required duties.  

d. Applicant must perform all scheduled weekend drills (IDT) and Annual Training  with their M-day unit of assignment.  

e. Applicant is subjected to urinalysis testing prior to entry on active duty and peri odic testing while on active duty. This is in addition to testing at the unit level.  

f. Favorable interview by the Counterdrug Coordinator (CDC).  

g. Applicant WILL have an Active Secret Clearance at the time of application.  Top Secret Clearances are preferred.  

h. Favorable criminal background check. Some Law Enforcement Agencies (LEAs)  require additional security screening. Such inquiries are likely to be completed af ter entry on duty and rejection by LEAs could result in removal from the Coun terdrug Program.  

i. Applicant is subject to annual police background checks and police background  check prior to being brought onto orders. If a member has an unfavorable record,  he/she may be removed from the program or denied entry on CD orders. 

j. Applicant is required to comply with DOD 5500.7-R, Joint Ethics Regulation (JER), and conflict of interest policies. Applicants must uphold the highest stand ards of conduct and personal appearance. 

k. Applicant must maintain and meet Physical Training (ACFT) and height/weight standards. A current passing record DA Form705/IFA and DA Form5500/5501 is required (within 6 months prior to application). No appli cants with flag actions will be considered. 

l. If promotion (advancement in pay grade) is known or anticipated within the next 12 months applicant should inform CDC or designated selection board of that possibility to afford the CD program proper budget planning for the applicants pay and allowances while on CD-ADOS. Any promotions could affect employ ment with Counterdrug and would need to be approved by the Counterdrug Co ordinator prior to promotion. Failure to do so will be cause for termination, due to a pre-determined budget.

4. DA Form 5500/5501 (HT/WT if applicable) 

5. DA Form 1058- R (ADOS application) 

6. RPAS / PCAR statement 

7. Copy of current PHA (within 1 year of application)

College Degrees/Certificates related to position. 

Online/DL Certificates (Military or Civilian) related to position.  

Military Course Certificates related to position. 

Civilian Course Certificates (Police Academy or LEA Courses).  

Letters of Recommendation.  

b. Technicians. Soldiers who currently occupy a technician position must ensure their technician chain of command (O5 level or equivalent) is aware of the ADOS appli cation and approves of this temporary assignment, should you be selected.
