SPECIAL INSTRUCTIONS FOR THIS ANNOUNCEMENT: This announcement is for an
Accompanied Title 10 One Time Occasional Tour (OTOT) for 12-36 months to be served at US
Embassy Dushanbe, Tajikistan.
AREA OF CONSIDERATION: All Sources. Officers in the rank of Captain (03) to Major (O4) ,
and in good standing with the Virginia Air National Guard are eligible to apply for this position.
REQUIRED QUALIFICATIONS: Must meet all selection criteria IAW ANGI 36-101 Chapter 5,
AFI 36-2905, AFI 48-123.
BRIEF DESCRIPTION OF DUTIES AND RESPONSIBILITIES:
The Bilateral Affairs Officer (BAO) is a member of the VANG and will support the Virginia State
Partnership Program (SPP). The BAO will work through the Office of Military
Cooperation (OMC) team in US Embassy Dushanbe, Tajikistan. Service Member’s (SMs) duties
encompass planning, coordinating, and execution of Subject Matter Expert Exchanges (SMEE),
Senior Leader Visits (SLV), and other events. The OMC represents the United States Central
Command (USCENTCOM) and is responsible for coordinating Security Assistance (SA)
activities and Security Cooperation (SC) programs with the Tajikistan Military Forces.
a. Plan and coordinate SPP and other Title 10 Military-to-Military (M2M) events
b. Develop Event Concept Sheets
c. Write Diplomatic Notes
d. Support US Military personnel performing such events in Host Nation
e. Maintain event database schedule of planned events
f. Assist in the development of OMC plans
g. Manage continuing response/progression to Host Nation requirements
h. Conduct coordination with Host Nation Points of Contact
i. Recommend and assist in the development of follow-on events
j. Maintain communication with CENTCOM Country Desk Officers, VANG SPP Director, and
National Guard Bureau Country Desk Officers
k. Coordinate and supervise Foreign Service National (FSN) employee activities at the OMC
as required
l. Assist and advise on Foreign Clearance Requirements for US personnel traveling to host
country for events
m. Assist in obtaining Visa stamp requirements for US personnel traveling to host country for
events
n. Additional duties as directed by the Chief of the Office of Military Cooperation or the
Senior Defense Official/Defense Attaché in country
o. Provide situational awareness updates of political-military and economic environment to VANG Chain of Command
PREFERRED QUALIFICATIONS:
a. Experience working with the State Partnership Program or with foreign militaries an
advisory or training capacity; bilateral/multilateral experiences in deployments, operations,
or exercises
b. Experience in working with budgets
c. Proficiency in a foreign language or a willingness and aptitude to develop language skills
in SPP partner country language
d. Contracting Officer Representative (COR) experience; military or civilian contract
monitoring
e. Comfortable interacting with various US and foreign agencies
SPECIAL INFORMATION
1. Must be a member of the Virginia Air National Guard.
2. Member must possess outstanding appearance, military bearing, and conduct with no
history of disciplinary action.
3. Applicants must not have any permanent medical profiles.
4. PCS move is estimated to occur in the summer of 2026, however several training
requirements will need to be met prior to assuming the BAO duties. The selected Airmen
will attend the Security Cooperation Course in early 2026 for 12 weeks in person.
5. Must have a valid Secret Security Clearance.
6. Must meet OCONUS standards for tour.
7. Strong verbal/written communication and interpersonal skills.
8. Must possess a valid Government Credit Card or be able to obtain one prior to report
date.
9. Promotion opportunity is limited by control grade availability.
10. Individual selected will be ordered to full-time military duty under the provisions of Title 10
U.S.C.
11. At the option of supervisor/nominating official, applicants are subject to personal interview
upon notification of time and place. Necessary travel is at applicant’s expense.
12. All notifications of selection are conditional until verification of security clearance, medical
clearance and HRO approval. A current suspension of favorable personnel actions or
required to be under suspension.
