Armed Forces Soldiers in grades 2LT/O1 through CPT/O3 who are members of the
Virginia Army National Guard or able to become members of Virginia Army National
Guard.
SPECIAL INFORMATION
• Must successfully complete the 8-week Civil Support Skills Course (CSSC) SQI of
R1 and all Basic-level Specialized Training Requirements IAW NGR 500-3/ANGI
10-2053 within 12 months of hiring.
• Must complete Department of Defense / IFSAC Hazardous Materials Technician
certification and maintain annual proficiency as a HAZMAT Technician while
serving on the CST. Must obtain and maintain all individual training and
certification requirements as prescribed in the CST Garrison Standard Operating
Guidelines, including, but not limited to, annual Combat Lifesaver Certification and
CPR/BLS Certification. All personnel assigned to the CST must complete training
in the Incident Command System (minimum of IS-100, IS-200, IS-700).
• Applicants must be eligible to complete 20 years of Active Federal Service before
their MRD or Age 60.
• Mandatory Stabilization period is 3 years from CSSC completion date.
• CST Members are required to maintain 24/7/365 availability to respond to a nonotice
alert IAW state and national response requirements.
• Applicant must complete an OSHA physical and meet OSHA standards for
wearing personal protective equipment (including respiratory screening).
• Applicant must complete a CNGB 3501.00 compliant pre-placement physical
examination within 30 days of placement on the WMD-CST.
• Must relocate and reside within 60 miles of Fort Barfoot, Blackstone, VA; PCS isauthorized.
• This assignment requires extensive travel for training and response operations.
• Applicant must possess or be able to possess a SECRET clearance and maintainan active government travel card.
• Must meet any special requirements as specified on the CST Position Description.
• Must have a passing ACFT/AFT and Height & Weight within 6 months of thesubmission of your application. Soldier selected for this position who do not meetthe above mentioned ACFT/AFT and Height & Weight requirement will need tocomplete an ACFT and Height & Weight prior to receiving a start date.

REQUIRED QUALIFICATIONS: Must meet all selection criteria IAW AR 40-501, AR 135-18, AR 600-8-2, AR 600-60, NGR 600-5, NGR 600-200, and NGR 601-1.
BRIEF DESCRIPTION OF DUTIES AND RESPONSIBILITIES: Responsible for tracking WMD CST personnel entering/exiting a WMD incident site and developing a record keeping system to track the hazardous material training certifications of WMD CST Survey Teams. Knows NBC antidote administration and safe patient extraction, crime scene/evidence preservation techniques, establishes WMD CST chain of custody procedures and demonstrates the ability to utilize Standard Operating Procedures (SOPs) to monitor Survey personnel operating in the Hot Zone. Uses the National Institute for Occupational Safety and Health (NIOSH) Guide to select the appropriate respiratory protection for WMD CST Survey teams. Prepares the WMD CST Survey Teams to operate in the Incident Command System (ICS) employed at the state/local level. Acts as the WMD CST Survey (Hazardous Materials) Team Leader when WMD CST personnel are conducting operations in a “Hot Zone” or “contaminated area”. Assigns specific Hot Zone team functions on incident response. Occupies a position in a location to observe (team member) Hot Zone operations. Develops an execution checklist with code words to monitor Survey team detection, identification and sample collection actions in the Hot Zone/contaminated area Meet with designated civilian government agency and /or senior military leaders to discuss WMD CST concept, mission, and/or plan WMD CST participation in a state/local WMD response. Attend designated agency domestic terrorism threat briefings. Develops the Survey teams overall force Protection concept and provide the concept to the WMD CST Force Protection Officer/Hazardous Materials Safety Leader. As required, provides a survey team readiness status report for the Operations Officer. Develops Survey, detection,
monitoring, and sampling mission criteria to ensure mission assessments are forwarded to the Operations and Hazardous Material Safety Officers. Receives general and specific guidance from the Commander and Operations officer, WMD CST concerning goals and objectives. Creates and manages a T-Week training schedule to develop and track section level training events on a continuous basis for an 8 person team.
SECURITY CLEARANCE: Position requires a “SECRET” security clearance. Must be able to obtain as a minimum, an “interim” clearance prior to appointment to the position. Soldiers with a prior revoked or denied clearance are not eligible for either an interim or a waiver and should not apply. If tentatively selected for a position and soldier cannot be granted an interim clearance prior to appointment to the position, the offer for the position maybe revoked, Non-USA citizens are not eligible for a security clearance per DOD 5200.2R.
