APPLICANT MUST, at a minimum, submit documents referenced in this announcement and meet all applicable criteria below:
• Applicants will be screened in a manner that provides reasonable certainty that the member is of good character, well-motivated, and an appropriate representative ofthe National Guard in duties subject to high profile scrutiny by Law Enforcement Agencies (LEAs), National Guard senior commanders, news media and the generalpublic.
• Applicants must be within Army and Air Force HT/WT standards or pass Body Composition screening IAW the standards set forth in AR 600-9 or AFI 36-2905.
CONDITIONS OF COUNTERDRUG TOUR:
• Urinalysis testing upon entry to active duty in addition to periodic testing during active duty. These requirements are in addition to testing by units of assignment during IDT/AT under Substance Abuse Testing or the ANG Drug Abuse Testing Program. Non-derogatory drug screening results prior to entry into the Counterdrug Program is mandatory.
• CDTF personnel are required to attend the minimum statutory National Guard requirements IDT/AT while on FTNGD-CD orders.
• CDTF personnel on FTNGD-CD orders are subject to fiscal constraints of year-to- year funding. Service on FTNGD-CD is voluntary and contingent on current and qualified participation as a Virginia National Guard Service Member (SM).
• Relocation expenses are authorized but subject to availability of funds and will be granted as determined by the CDC.
• Criminal records checks, and/or security screening by LEAs of applicants serving in LEA offices or in positions where they are privy to operational information of LEAs. Such inquiries are likely to be completed prior to entry on duty. Rejection by LEAs could result in the applicant’s removal from the CD Program.
• Be advised, selection for this CD Tour includes budgetary consideration of the SM reaching eighteen (18) years of cumulative active federal service (AFS) or six (6) consecutive years AFS.
• National Guard members participating in the CD Program are required to comply with state laws and with DoD 5500.7-R. They are required to uphold the highest standards of conduct and personal appearance.
• Outside employment, associations and off-duty conduct/activities must be consistent with federal directives on ethics and with state and federal conflict of interest policies. Outside employment will require written approval of CDC.
• Applicants currently on Full-time National Guard Active-Duty Orders (Title 32), Active Guard Reserve (AGR), or coming off Title 10 Mobilization Orders must have no more than a 30-day leave balance prior to start date. A one-day break in orders may be implemented between prior orders and CDTF orders.
TOUR CONDITIONS: The VA CDTF Operations Non-Commissioned Officer-in-Charge (Ops NCOIC) assists the CDC and the Operations Officer (Ops OIC) by facilitating and supporting all CD operations across the Commonwealth of VA (AOR). The Ops NCOIC is the senior enlisted member of the VA CDTF and the primary point of contact for all CDTF functional areas supported across the AOR. The Ops NCOIC develops and manages CD missions for CDC approval IAW CDTF OPS SOP and in conjunction with the Ops OIC and CDHQ. Liaises as necessary with supported agencies to ensure focus of mission requests are IAW the current goals and regulatory guidance of the CDTF. Assists the Ops OIC with supervising the establishment and maintenance of mission files. Assists in coordination with law enforcement, and other military units in the development, execution, and termination of missions. Oversees training requirements for applicable functional areas for validation of requirements IAW CNGBM 3100.01.
Logistical liaison with LEAs for Counterdrug mission execution. Coordination with Air & Army units for use of equipment assigned to Counterdrug. Provide update briefs on personnel, status of orders, and logistics to Ops NCOIC and/or CDC.
