RICHMOND, Va. –
Del. Michael Feggans presented Virginia General Assembly House Joint Resolutions commending outstanding Virginia National Guard Airmen Aug. 10, 2025, during a visit to the 192nd Wing at Joint Base Langley-Eustis in Hampton, Virginia. Feggans retired from the Air Force four years ago, and he now serves in the Virginia House of Delegates representing the 97th House District.
Feggans presented House Joint Resolution No. 189 to a representative on behalf of Master Sgt. Stephen Drakes, an Airmen assigned to the 192nd Operations Support Squadron, 192nd Wing. Drakes serves as the flight chief, wing weapons and tactics, and survival evasion resistance and escape specialist noncommissioned officer in charge. Feggans presented House Joint Resolution No. 190 to Tech. Sgt. Jacquelyn N. Montoya, an Airmen assigned to 192nd Medical Group, 192nd Wing. Montoya serves as the 4N medical functional manager, where she plans, supervises, manages and trains enlisted members who provide physical exams and immunizations to members of the 192nd Wing, including flight personnel. Feggans presented House Joint Resolution No. 191 to Staff Sergeant Britney Phillips, an Airman assigned to 192nd Intelligence Squadron, 192nd Wing. Phillips serves as an all-source program manager for the 192nd Intelligence Squadron and also supports the 497th Intelligence Surveillance and Reconnaissance Group as the all-source tactician.
